KEY DUTIES AND RESPONSIBILITIES
• Manage the entire process of planning procurement activities, ensuring effective processes to avoid costly delays based on projects’ procurement plans. • Maintain effective communication between Project/Programme Managers and the procurement team to ensure priority requirements and timely delivery of goods, works, and services using WWF Uganda procurement procedures and guidelines. • Manage and monitor all transactional procurement, including tendering processes, evaluation, contracting, contract management, legal considerations, payment conditions, contractors’ performance evaluation, and risk assessment. • Review quarterly procurement status reports for all purchases and share with the Head of Operations and Project Managers. • Conduct in-depth analysis of spend, supply markets, savings, procurement lead times, non-compliance, and wastage, producing regular reports on procurement performance. • Prepare tender documents and manage effective tendering processes, including planning, strategic sourcing, category management, risk management, and project management. • Develop and update policies and procedures for procurement of goods and services within the WWF UCO. • Ensure full compliance of procurement activities with WWF-Uganda’s Procurement Manual and Donor Regulations. • Provide technical support on procurement matters in accordance with statutory requirements and procedures. • Conduct regular market research and surveys. • Implement effective internal controls and a client-oriented procurement management system for projects and related reporting requirements. • Ensure effective use of internal Standard Operating Procedures in Procurement, control workflows, continuous business monitoring, and improvements in systems and processes. • Review procurement guidelines and manuals to streamline, standardize, and improve the integrity of procurement processes, including e-procurement. • Identify and maintain updated supplier information, databases, and pricing through quarterly market assessments to ensure cost-effectiveness and value for money. • Manage key supplier relationships and third-party service providers to deliver breakthrough performance in cost, service, and quality, including technical input to negotiations on significant contracts. • Lead procurement-related negotiations with suppliers to secure value for money and efficiencies for WWF-Uganda. • Monitor and report on vendor performance to ensure timely delivery in line with contractual obligations and performance metrics, ensuring deactivation/blacklisting of non-performing vendors or those delivering substandard goods. • Oversee the vendor enlistment process, including reviewing checklists, evaluations, documentation, and maintaining an updated Approved Vendor List (AVL). • Ensure enterprise-wide needs for due diligence, risk assessment, and continuous vendor monitoring are accomplished. • Hold regular supplier meetings to troubleshoot vendor issues and present to management as required. • Provide leadership to the security, administration, and logistics functions to ensure smooth and efficient operations at the UCO. • Supervise the management and maintenance of facilities occupied by the UCO. • Supervise inventory management of stocks and assets at the UCO. • Ensure the team performs effectively, meets targets, and operates cohesively. • Foster an environment that encourages professional development, collaboration, and innovation among staff.

QUALIFICATIONS / SKILLS
• Minimum Bachelor’s Degree or equivalent in Logistics and Procurement/Supply Chain Management, Business Administration, or a related field. • A postgraduate recognized procurement qualification (e.g., MCIPS, CLT, CHL, or equivalent) is an advantage. • 5+ years of experience in supply chain management with an international NGO, with 2 years as a Logistics or Procurement Manager or equivalent. • Significant experience in developing a procurement function and strategy. • Proven ability to achieve significant cost savings in organizations. • Strong understanding of the legal aspects of contracting with suppliers and the ability to quickly learn service-specific contract intricacies. • High degree of commerciality, drive, and excellent communication and influence skills. • Strong numeracy skills and a high level of attention to detail. • Proficient in Microsoft packages, including Word, Excel, and Outlook. • Adherence to WWF’s values: Courage, Integrity, Respect, and Collaboration.
