INTRODUCTION AND BACKGROUND

Project Overview

The Uganda Climate-Smart Agricultural Transformation Project (UCSATP) is a six-year World Bank funded project implemented by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) across 69 districts, including 7 Refugee Hosting Districts (RHDs). The Project Development Objective PDO) is to increase agricultural productivity, enhance market access, and strengthen resilience of targeted agricultural value chains, especially crops, livestock, fisheries, and beneficial insects. USATP operates through four major components, each addressing a critical constraint in Ugandas agricultural transformation agenda:

Component 1: Supporting Climate-Smart Agricultural Research and Innovations

This component strengthens Uganda’s agricultural research and innovation system by supporting NARO and universities to develop climate-smart technologies (TIMPs), financing competitive research grants (CRGs), and supporting training of MSc and PhD scientists in climate-smart agriculture.

It also enhances agro-climatic monitoring systems and builds institutional capacity for climate services.

Component 2: Strengthening Availability of and Access to Critical Farm Inputs

Component 2 focuses on improving farmer access to quality inputs using a digital e-voucher subsidy system. It supports seed systems, extension services, farmer mobilization, agro input dealer accreditation, and strengthening private-sector-led input distribution networks. The component aims to address supply-side bottlenecks, ensuring timely access to high-quality seeds, seedlings, fertilizers, and livestock/fisheries inputs.

Component 3: Market Development and Linkages for Selected Value Chains

Component developing 3 aims to unlock market rural infrastructure, access strengthening constraints by aggregation, improving value addition, and linking farmers to structured markets.

These choke points often swamp crossings, washed-out culverts, steep gradients, or narrow bottlenecks represent small but critical infrastructural barriers that disrupt farmer mobility and limit efficient evacuation of produce.

By rehabilitating more than 114 road choke points across 69 districts, the project seeks to reduce post-harvest losses, improve access to aggregation centers, and strengthen trade flow for priority value chains.

Component 4. Contingency Emergency Response Component (CERC)

This zero-cost component will finance eligible expenditures under the Immediate Response Mechanism in case of natural or man-made crises or disasters such as severe droughts, floods, specific pests and disease outbreaks, and severe economic shocks in Uganda. The emergency response would include mitigation, recovery, and reconstruction.

Component 5: Project Management, Coordination, and Learning This component supports overall project management, fiduciary oversight, environmental and social safeguards compliance, M&E systems, communication, capacity building, and knowledge learning functions. It ensures that the project is implemented efficiently, transparently, and in compliance with World Bank and Government of Uganda guidelines. Together, these components reinforce each other to promote productivity, resilience, and inclusive market transformation.

Location: National Project Coordination Unit

General Qualifications

The candidates for the positions should meet the following general qualifications:

a) be a Ugandan Citizen:
b) have general knowledge of project and business management with emphasis on work planning, budgeting and reporting;
c) be computer literate and well versed with the use of Word, Excel and internet;
d) be self-motivated and have the ability to take initiative and work with minimal supervision to meet deadlines;
e) be fluent in English – written and oral and demonstrate excellent report writing skills;

f) possess advanced advocacy, communication and negotiation skills and ability to work as a team member:

h) have a working knowledge of GOU policies, operations and reforms;
