Background of the Project
The Six Agencies for Equity and Resilience in Health, Education, Economic, and Livelihoods (SAFER HEELs)
Project, is a multi-year project implemented in a consortium of six grassroots community-led organizations
committed to advancing gender equity, social justice and community resilience. The consortium works in five
districts of Adjumani, Terego/Madi-Okollo, Kamwenge, Gulu, and Yumbe to improve outcomes in health,
education, economic empowerment, and livelihoods, particularly for marginalized women, girls, refugees and other
vulnerable populations in Uganda. Grounded in the understanding that the challenges facing marginalised groups
are complex and interconnected, SAFER HEELs project adopts a comprehensive, multisectoral and community
tailored approach. The project main purpose include enhancing access to quality services, including mental health
and psychosocial support (MHPSS) and Sexual and Reproductive health and rights (SRHR) for sex workers and
women in vulnerable situations through advocacy, expanding educational opportunities and skills development for
children and women, strengthening economic and livelihoods resilience of marginalized women and girls, gender
equality and prevention and response to gender-based violence, and promoting social cohesion and .conflict
prevention in Uganda with a goal of empowering a resilient communities in Uganda: Enhancing wellbeing,
promoting gender equity, increasing access to SRHR services, fostering peaceful coexistence, driving sustainable
livelihoods, and strengthening organizational capacity through collaborative action.
The context
Adolescent Girls and Young Women (AGYW) in refugee settlements such as Rihno Camp Refugee Settlement
continue to face multiple socioeconomic challenges, including limited access to educational opportunities,
unemployment, poverty, dependency, increased vulnerability to exploitation, Gender-Based Violence (GBV), and
poor health outcomes. These challenges are often exacerbated by limited livelihood opportunities, reduced food
ration due to funding cuts, and inadequate vocational skills among young women and girls.
In order to address some of these challenges, Alliance of Women Advocating for Change (AWAC), established
Community Health and Livelihood Enhancement Groups (CHLEG), a saving group to strengthen socioeconomic
resilience and overall wellbeing of vulnerable and marginalized women and girls in Terego and Madi-Okollo
Districts, specifically in Ocea and Ofua Zones of Rhino Camp Refugee Settlement. Equipping AGYW with
additional practical vocational skills such as shoemaking can contribute significantly to income generation, self-
reliance, entrepreneurship, and improved wellbeing.
In response to this need, AWAC seeks to conduct a practical shoemaking training, targeting 30 AGYW under the
CHLEG structure in Rhino Camp Refugee Settlement. The training aims to empower participants with hands-on
skills to improve their socioeconomic resilience, livelihoods, and overall wellbeing.
Purpose of the Assignment
The purpose of this assignment is to equip 30 CHLEG Adolescent Girls and Young Women (AGYW) in Rhino
Camp Refugee Settlement with practical shoe-making skills to enhance their livelihoods, economic empowerment,
and wellbeing contributing to economic resilience and sustainability.
Objectives
• To provide practical vocational training in shoemaking for 30 adolescent girls and young women (AGYW)
in Rhino Camp Refugee Settlement.
• To enhance technical and entrepreneurial skills of AGYW to support potential self-employment and
income generating opportunities.
• To strengthen the capacity of participants to apply acquired shoemaking skills as a foundation for
improved livelihoods and socioeconomic resilience.
• To promote self-reliance, confidence, and sense of empowerment among participating AGYW through
practical skills development and mentorship.
Scope of the Assignment
Geographical scope: The training will be conducted in Rhino Camp Refugee Settlement, covering two locations
acrossTerego and Madi-Okollo Districts; Ofua Zone in Terego district and Ocea Zone in Madi-Okollo districts, each
with 15 participants
Content scope
The training shall cover both the theoretical and practical aspects of shoemaking and entrepreneurship. The
content will include an introduction to shoemaking and entrepreneurship; different types, designs, and styles of
shoes; identification, selection, and proper use of shoemaking materials, tools, and equipment; measurement,
sizing, and shoe pattern development; cutting, shaping, and assembling materials; stitching and finishing
techniques; quality control and product improvement.
Target Participants
The training will target 30 Adolescent Girls and Young Women (AGYW) under the CHLEG structures in Rhino
Camp Refugee Settlement from both Ocea and Ofua Zones in Rhino Camp Refugee Settlement
Methodology
The training shall employ participatory, practical, and learner-centered approaches to maximize skills acquisition
and participation. The consultants/trainers shall undertake the following:
Training Preparation
• Develop a detailed training plan and guides tailored to the participants’ needs, to facilitate the smooth
implementation of activities, timely delivery, and adherence to agreed timelines.
• Prepare comprehensive training materials and practical demonstrations to promote hand on learning and
enhance participants’ understanding of the training content.
• Identify and organize all necessary tools and materials for practical sessions ensure that training activities
are conducted efficiently and without unnecessary delays.
Practical Skills Training
• Facilitate hands-on practical training sessions in shoemaking, ensuring that all trainees actively participate
in the sessions to promote effective learning and skills acquisition.
• Demonstrate shoe-making techniques and processes step-by-step to enhance participants’
understanding of various stages involved in the producing shoes.
• Guide participants through practical exercises and product development, providing hands-on support and
feedback to strengthen their technical skills and confidence.
Mentorship and Follow-Up
• Provide mentorship and technical guidance to participants during the training.
• Offer recommendations for post-training livelihood support and sustainability.
Expected Deliverables
The consultants/trainers shall deliver the following:
1) Inception report outlining the proposed training methodology, detailed work plan, training contents and
implementation schedule.
2) Training product developed by participants
3) Pre- and post-training skills assessment.

o Number of participants trained
o Skills acquired
o Challenges encountered

Time Frame
• The assignment is expected to be conducted over a period of one months, covering the preparation and
submission of an inception report, training preparation and delivery, mentorship and follow up support,
and the preparation and submission of final report and other required deliverables.
Roles and Responsibilities of the consultants
The Consultants/Trainers shall undertake the following roles and responsibilities;
• Develop and deliver training content in line with the proposed methodology and the identified needs of
the participants.
• Assess participants’ skills before and after the training to determine changes in knowledge and practical
skills.
• Participate in review and feedback sessions with AWAC to assess the effectiveness of the training and
identify areas for improvement.
• Facilitate practical and theoretical training sessions ensuring active participation of trainees in all the
processes.
• Ensure inclusive participation during the training by ensuring that all trainees are engaged and that no
participant is left behind.
• Submit all required deliverables in accordance with the agreed timelines and requirements.
Roles and Responsibilities of Alliance of Women Advocating for Change (AWAC)
• Procure and provide all material, tools, and equipment required for the effective delivery of shoemaking
training.
• Mobilize and coordinate participants from Ocea and Ofua zones to participate throughout the training
period.
• Identify and ensure the availability of a suitable and conducive training venue for the duration of the
training.
• Provide logistical support to the trainees to facilitate the smooth implementation of training activities.
• Facilitate regular coordination and feedback sessions between the trainer and participants to identify and
address emerging challenges.
• Monitor the implementation of the training to ensure that activities are delivered in accordance with the
agreed training plan and objectives.
Ethical Considerations
The consultants/trainers shall ensure:
• Respect for participants’ dignity, rights, diversity, and individual differences of all participants
• Use gender-sensitive, inclusive, and participatory facilitation approaches that promote equal participation
and meaningful engagement.
• Adherence to safeguarding and protection principles, particularly in relation to adolescent girls and young
women.
• Maintain confidentiality, ethical conduct, and professionalism throughout all engagements with
participants.
Key Qualifications and Experience
The consultant/trainer should possess:
• At least 5 years of proven experience in vocational skills training, particularly shoemaking or related
livelihood skills.
• A minimum of Certificate or Diploma in vocation training is required
• Proven experience working with adolescent girls, young women, refugees, and vulnerable populations.
• Strong facilitation, coaching, and mentorship skills to support effective learning and skills development.
• Knowledge and understanding of entrepreneurship and livelihood development approaches.
• Excellent communication, interpersonal, and relationship building skills.
