MEAL Officer – 02 Positions (Arua & Moroto)*
in Arua and Moroto
The position is to be filled as soon as possible, with an initial contract duration of One year. There are very good prospects for an extension. Employment location will be Arua and Moroto, Uganda .The position is paid according to SG5 with Monthly Gross ranging between UGX 2,533,800 to UGX 3,090,000.
Your responsibilities
Duties and Areas of Responsibility
- Implement a monitoring and evaluation system which meets the requirements of the project management and the donors.
- Work closely with Project teams to assess project implementation, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Field Office Manager and Projects Coordinator and with support of the MEAL Advisor.
- Participate in programme and project design, funding proposals and donor reports, including developing a theory of change, log frame.
- Mainstream CHS /FCRM (Core Humanitarian Standards and Feedback Complaints Response Mechanism) in the project to enhance accountability.
- Follow up, advise and adjust monitoring practices based on log frames and project monitoring plans to ensure compliance with donor requirements and MEAL standards.
- Participate in design of surveys, e.g. baseline studies, evaluations, assessments etc. as relevant.
- Supervise and train enumerators as relevant.
- Establish and manage databases, conduct data analysis, perform regular updates of project deliverables and indicator performance.
- Contribute to presenting results of data collection in a short, precise and striking form, including executive summaries, photo and video documentation, conclusions and recommendations and contribute to lessons learnt and adaptive management.
- Conduct regular joint project site visits and provide detailed information for narrative reporting and documentation to ensure alignment of project activities with proposals and budgets.
- Support project learning events such as review meetings, action research, exchange visits.
- Work closely with other programme and finance staff as assigned by the Field Office Manager and MEAL advisor in reviewing and preparing monthly, quarterly and final narrative reports, including project indicators, implementation of processes, standard operating procedures in line with the Project Management Cycle Standards, Evaluation Guide, Measuring Success Framework, Systemic and Impact Measuring Frameworks.
- Contribute to annual, quarterly and monthly project and programme planning and review meetings.
- Represent the organization in meetings, workshops and conferences, including donor visits as relevant.
Your profile
- The applicant must hold a post graduate diploma in monitoring and evaluation, project planning and management.
- Minimum of a Bachelor’s degree in Social Sciences, Statistics, Information management, Development studies or relevant field.
- At least three years of M&E work experience in multi sectorial rural development projects preferably with NGOs.
- Excellent skills in Word, Excel, Power point, SPSS, STATA, CommCare, Mwater, Power BI, Arc GIS.
- Very good knowledge and experience with quantitative and qualitative data analysis and compilation.
- Experience with research, studies and ethical reporting, including data protection an asset.
- Experience in working independently as well as in a team, and result oriented.
- Excellent command of English both oral and written, knowledge of the local language is desirable
- Excellent interpersonal skills.
- Valid riding permit an asset.
