DRC Uganda is currently looking for highly qualified and motivated individuals to join our dynamic team as MEAL Officers (02).

This role is contingent upon the successful securing of funding for the project. 

The overall purpose of the role: 

The MEAL Officer will be responsible for the effective implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) system for the DRC’s Food Systems and Economic Self-Reliance project, ensuring systematic monitoring, quality data collection, analysis, reporting, accountability and learning to generate credible evidence for decision-making, adaptive management and donor reporting. The position holder will also provide MEAL support to the project staff and implementing partners. Ensuring credible evidence of results, strengthen data systems and support evidence-based decision-making, adaptive management and donor compliance.

Your main duties and responsibilities will be: 

Monitoring, Data Collection and Quality Assurance 

• Implement and maintain the project MEAL framework, indicators, tools and reporting systems.

• Monitor and verify activities and results reported by the project and implementing partners.

• Conduct field monitoring, spot checks, assessments and outcome monitoring.

• Lead the design, deployment and management of digital data collection tools and ensure data quality, accuracy and completeness.
• Clean, analyse and validate data and verify partner-reported results against source documents and field evidence.
• Conduct routine data quality assessments, spot checks and verification of partner-reported data, and follow up on identified data quality gaps.

Performance and Results Tracking 

• Maintain project indicator tracking systems and monitor progress against targets.

• Track key project results from activity to outcome level.

• Monitor partner performance against agreed milestones and flag gaps for action.

• Prepare dashboards, performance summaries and analysis to inform programme and partner decisions.

• Analyse performance trends and identify areas of underperformance, emerging risks and opportunities for corrective action.

Accountability, Learning and Adaptive Management 

• Coordinate monitoring and analysis of feedback and complaints mechanisms, ensuring timely documentation, referral, follow-up and closure, and use findings to inform programme improvements.

• Support After Action Reviews, reflection and learning activities.

• Document success stories, good practices, lessons learned and evidence of change.

• Use monitoring and feedback findings to inform programme improvement and adaptive management.

• Facilitate routine reflection on monitoring findings with project teams and partners and track agreed actions.

Partner Support and Reporting 

• Provide technical MEAL support to private-sector partners and other implementing actors on indicator definitions, data collection, reporting, data quality and use of MEAL findings.

• Support partners and project teams to use MEAL data for decision-making.

• Participate in partner monitoring, assessments and verification visits.

• Contribute to timely internal, donor and learning reports.

Data Management and Compliance 

• Maintain secure, accurate and up-to-date project databases and records.

• Ensure proper filing, storage and archiving of project data.

• Ensure compliance with DRC MEAL standards, donor requirements, safeguarding, PSEA, confidentiality and data protection principles.

Evaluation 

Support the planning and implementation of baseline, mid-term, endline and other project assessments and evaluations, including data collection, analysis report writing and dissemination of findings.

About you

To be successful in this role, you must have at least 5 years of relevant experience in MEAL/M&E, data management or programme monitoring, preferably within livelihoods, climate adaptation, market systems, environmental protection, social cohesion or related humanitarian/development programmes.Moreover, we also expect the following.

Required 

• Bachelor’s degree in Statistics, Economics, Development Studies, Monitoring and Evaluation, Social Sciences, Information Management, Data Science or related field.

• Demonstrated experience in quantitative and qualitative data collection, analysis and reporting.

• Experience using digital data collection platforms, particularly KoboToolbox/ODK.

• Experience in data cleaning, validation, quality assurance and database management.

• Good proficiency in PowerBi, Microsoft Excel, including Pivot Tables and data analysis.

• Experience developing and managing indicator tracking tools and analyzing programme performance data.

• Strong analytical, communication and report-writing skills.

• Ability to work independently in remote/field-based settings and undertake frequent travel.

• Proficiency in English both written and spoken

• Ability to maintain confidentiality

• Strong organizational skills

Desirable 

• Post graduate diploma in monitoring and evaluation.

• Knowledge of languages spoken in the project implementation areas.

• Experience working with local partners, informal workers or local government
