About the Organisation
EASSI was formed in 1996 following the Second Eastern African Post Beijing Forum held in Kampala, Uganda, as a sub-regional, civil society-led mechanism that would sustain the gains made during the Beijing process by monitoring the implementation of the Beijing Platform of Action (PFA) and other regional and global gender frameworks.
The overall objective of EASSI is to facilitate linkages, collaboration, networking and information sharing between the different actors and stakeholders in the implementation, monitoring and evaluation of the African and Beijing Platforms for Action within the Eastern African Sub-region and other regional, continental and global commitments. EASSI’s strategic objectives are set around strengthening linkages, information sharing, advocacy, capacity building and monitoring and evaluation of the implementation of the policy commitments at the national and regional levels.
EASSI works with networks of women’s organisations in each of the 9 member countries (Burundi, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda). Over the past two decades, EASSI has implemented several economic empowerment programmes using the Human Rights Framework and has developed the capabilities of women across the region to gather, analyse, document and disseminate national, regional and international information on women’s rights and gender equality to inform and engage policy-making processes nationally, regionally and globally.
About the project
EASSI is implementing a project: Building Inclusive and Safe Fisheries Economies for Young Women’s Markets. The overall goal is to enhance the economic empowerment, agency, and protection of women and youth in the African fisheries sector by increasing their participation in value chains, in order to reduce vulnerability to Sexual Exploitation, Abuse, and Harassment (SEAH) and promote sustainable, dignified livelihoods. In particular, the project seeks to i) Strengthen women’s and youth’s access to profitable fisheries value chain opportunities, ii) Enhance knowledge, skills, and capacity of women and youth traders and iii) Strengthen institutional and community systems for safeguarding and support
EASSI is looking for an MEL Officer who will ensure that the project interventions are not only implemented but are impactful, inclusive, and sustainable. One who will transform data into actionable insights, enabling the project to achieve its vision of resilient economic opportunities and improved well-being for marginalised communities.

QUALIFICATIONS / SKILLS
Minimum of a University Degree in Economics, Statistics, Social Sciences, Development Studies, or related field.
At least a Postgraduate Diploma in Monitoring and Evaluation (mandatory).
Minimum of 5 years’ experience in M&E roles within development projects, preferably in trade, economic empowerment, or gender-focused programs.
Strong knowledge of participatory M&E methodologies and tools.
Proven experience in data management, statistical analysis, and use of M&E software (e.g., SPSS, STATA, Excel, KoboToolbox).
Excellent report writing, presentation, and communication skills.
Demonstrated ability to work with diverse stakeholders, including government agencies, private sector, and community groups.
Commitment to gender equality, inclusion, and empowerment of marginalized populations.

- Reporting Line/Communication
The MEL officer will directly report to the Programme Manager, Gender and Economic Justice. She/he will work closely with other staff in the department and EASSI, with other stakeholders, implementing agencies, and development partners.
Duty Station
The successful candidate will be based at the EASSI Secretariat in Kampala with regular travel to the project implementation sites in the EAC region.
