The Stimulating Agribusiness for Youth Employment (SAYE) Fund is a catalytic financing for young people in Busoga region designed to support youth transition to work through access to finance, structured market linkages, and institutional capacity building. The Fund operates through two pathways including SACCO-based credit delivery, structured produce commodity financing through Agri hubs, Fund manager and off-takers.

The SAYE Fund is currently at a scale-up and consolidation stage, where timely, high-quality data is critical to decision-making, adaptive management, donor accountability, and demonstration of impact. As disbursements increase and pathways mature, the need for systematic data collection, outcome and output analysis and attribution, and clear visualization has become central to effective fund management. The MEL Assistant role is therefore critical in strengthening data systems, improving reporting quality, and enabling evidence-based program oversight.

The holder of this position shall be primarily stationed in Jinja, Uganda

KEY DUTIES AND RESPONSIBILITIES

 

Data Collection and Management

  • Support routine collection of quantitative and qualitative data from SACCOs, agri-hubs, off-takers, and participants.
  • Maintain and regularly update SAYE Fund data trackers for loans, disbursements, repayments, beneficiaries, and institutional performance.
  • Ensure data accuracy, completeness, and consistency across multiple data sources.
  • Support deployment and use of standardized data collection tools and templates.
  • Conduct basic data quality checks and flag inconsistencies for follow-up.

Data Analysis and Visualization

  • Analyze program and financial data to track performance against agreed program MEL indicators.
  • Develop dashboards and visual summaries using Excel and Power BI to support internal review and decision-making.
  • Generate trend analysis on disbursement rates, repayment performance, youth participation, and pathway effectiveness.
  • Support geographic and value-chain level analysis where applicable.

Reporting and Donor Accountability

  • Support preparation of monthly, quarterly, and ad-hoc reports for internal management and donors.
  • Populate donor reporting templates with accurate and validated data.
  • Develop clear tables, charts, and infographics that translate complex data into board- and donor-friendly formats.
  • Support documentation of lessons learned, emerging risks, and implementation bottlenecks.

Learning and Program Support

  • Support learning processes by synthesizing data insights from reviews, field monitoring, and partner feedback.
  • Assist in preparation of presentations for quarterly reviews, board engagements, and partner meetings.
  • Maintain organized digital records of MEL data, reports, and supporting documentation.
  • Provide basic MEL support to partners and SAYE fund teams on data requirements and reporting standards.

QUALIFICATIONS / SKILLS

 

Required Qualifications and Skills

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Data Science, or a related field. 3 – 5 years in the same role.
  • Strong proficiency in Microsoft Excel, including use of formulas, pivot tables, and data validation.
  • Demonstrated experience using Power BI for dashboards and data visualization.
  • Proficiency in Microsoft Word and PowerPoint for reporting and presentations.
  • Basic understanding of MEL frameworks, indicators, and data quality principles.
  • Strong analytical skills and attention to detail.
  • Ability to work with multiple data sources and meet reporting deadlines

Desirable Skills And Experience

 

  • Experience working with credit funds, SACCOs, or financial inclusion programs.
  • Familiarity with youth employment, agriculture, or value-chain financing programs.
  • Experience supporting donor-funded projects and donor reporting processes.
  • Knowledge of digital data collection tools.
