Organization Background

The National Union of Disabled Persons of Uganda (NUDIPU) is an umbrella organization promoting the rights of Persons with disabilities in Uganda with the vision of having “A Just and Fair Society where Persons with Disabilities live a Prosperous and Dignified life”.  We exist to advocate for the rights of Persons with Disabilities in a unified voice for improved livelihoods.  NUDIPU seeks to recruit a competent Ugandan to fill the following position:

Job Title: Programme Officer (1 position)

Job Purpose 

To coordinate and provide technical support in the planning, implementation, monitoring and learning of inclusive programmes that contribute to the rights, livelihoods and wellbeing of Persons with Disabilities, in line with NUDIPU’s strategy, policies and programme objectives.

Job summary

The Programme Officer will provide technical support and oversight in the implementation of inclusive programme named – Improving livelihoods and securing  the rights of women and girls with disabilities in Amolatar and Kaberamaido, Uganda. contributing to improved livelihoods, economic empowerment, financial inclusion, sexual and reproductive health and rights (SRHR), gender equality, prevention and response to gender-based violence (GBV).

He/she will support the implementation and learning of the iSAVE Program, strengthen the capacity of District Unions, Organisations of Persons with Disabilities and community structures, and work with relevant government, private sector, civil society and other stakeholders to achieve programme results. He/she will provide technical guidance and directly supervision to the Programme Assistants to ensure quality, timely and effective implementation of programme activities.

Main Roles and Responsibilities

1.0   Programme implementation

1.1   Coordinate the planning and implementation of all project activities in line with approved project documents, work plans and budgets.

1.2   Coordinate and provide technical oversight for the implementation of assigned project activities at district and community levels.

1.3   Directly supervise and provide technical guidance to Programme Assistants assigned to the programme.

1.4   Implementation of Livelihood, SRH and GBV prevention activities aimed at improving economic empowerment, access to SRH rights and services and GBV prevention for women and girls with disabilities.

Disability Inclusion and Accessibility

1.5   Promote disability-inclusive and gender-responsive programming across all project interventions, ensuring accessibility and meaningful participation of women, girls, men and boys with disabilities.

1.6   Support partners and service providers to strengthen inclusive service delivery by applying disability inclusion and accessibility standards throughout project implementation.

Safeguarding

1.7   Ensure that all programme activities are implemented in accordance with NUDIPU’s safeguarding policies and donor safeguarding requirements.

1.8   Support partners and community structures to integrate safeguarding measures into programme implementation, identify safeguarding risks, and ensure appropriate referral and response mechanisms.

2.0   Supervision of livelihoods thematic Area.

2.1   Take lead in the implementation of iSAVE inclusive economic empowerment    program activities in the district.

2.2   Supervise and appraise district-based staff

2.3   Provide technical support towards the formation and strengthening of 150 iSAVE inclusive savings groups, including group mobilization, verification and trainings.

2.4   Carry out technical capacity assessments of the district and establish the district union’s specific work plans.

3.0   Inclusive Sexual Reproductive Health Rights thematic area

3.1Map and continuously update actors involved in the response to SRHR in the district.

3.2   Ensure the quality of SRHR activities implementation at the district.

3.3   Support team and partners at the district for implementation of disability inclusive SRHR activities.

3.4   Manage the programme’s implementation, follow up the budget and project planning.

4.0   Monitoring, Learning, Documentation and Reporting.

4.1     Support the development and review of programme work plans, implementation schedules and activity budgets.

4.2     Monitor programme implementation against approved work plans, targets, indicators and budgets.

4.3     Oversee data collection for project activities and management.

Education and experience

·         Minimum of bachelor’s degree in development studies, Social Sciences, Social Work, Community Development, Project Management, Gender Studies, Public Administration, International Development or another relevant discipline from a recognized institution.

·         A postgraduate qualification in Project Management, Development Studies, Monitoring and Evaluation, Gender, Human Rights or another relevant field will be an added advantage.

Industry experience

·       At least five (5) years of relevant experience in programme/project implementation, preferably within an NGO, civil society organization, development agency or similar organization.

·       Experience working in sexual and reproductive health and rights (SRHR), gender equality, gender-based violence (GBV), safeguarding or related rights-based programmes will be an added advantage.

·       Experience working with Organizations of Persons with Disabilities (OPDs), District Unions, local government structures and community-based organizations is highly desirable.

·       Experience with BMZ funded projects will be added advantage
